Telecom Pensioners who are currently drawing pension from Banks are
being migrated onto SAMPANN in a phased manner. This section details the
process of migration, along with benefits to pensioners and steps to be
taken by pensioners once migrated onto SAMAPNN.
*What is SAMPANN?*
Under the leadership of the Honorable Prime Minister, Government of
India is actively pursuing the objective of “Minimum Government, Maximum
Governance”. Under this vision, Department of Telecommunications has
developed SAMPANN, which is a Comprehensive Pension Management System
(CPMS) for Telecom pensioners. It encompasses processing; sanctioning
and disbursement of pension under one common platform. It was dedicated
to the nation by the Hon'ble Prime Minister on 29th December, 2018.
*What does Migration to SAMPANN mean?*
In general, Pension is being paid thorough intermediation of Banks into
pensioner’s bank account. In such cases, pensioners also submit their
Life Certificate to banks.
With the current ongoing migration, Pensioners will be migrated from
Banks to SAMPANN. In this case, your pension disbursed via respective
Controller of Communication Accounts (CCA) offices via SAMPANN. Migrated
pensioners would need to submit their Life Certificate to respective CCAs.
*What are the benefits of Migrating to SAMPANN to Pensioners?*
After the introduction of SAMPANN, pension settlement of DOT/BSNL
pensioners has become more responsive, accountable, transparent and
informative. Implementation of SAMPANN has accrued various benefits to
the pensioners, some which can be quantified e.g., Cost of travel to
collect PPOs and register grievances, some which are qualitative e.g.,
transparent and informed pension settlement.
*Few of the said advantages to Migrated Pensioners are:*
* Online Grievance redressal via SAMPANN Pensioner login- Each
pensioner will have their user login where they can register
grievance and track it.
* Pensioner Dashboard Login- with their login, pensioners can check/
download authority letter, fill income tax, submit online pension
grievance and track it, apply for transfer of pension case,
commutation restoration date, life certificate expiry date, details
of pension paid etc
* Timely SMS alert to pensioner about tracking of grievance, transfer
case, monthly disbursement of pension into account etc
* Facility available in both SAMPANN website/App for Pensioners to
submit income tax declaration details and investment proof online
and same is verified and taken into account in tax calculation.
Also, Pensioners can download Form from their dashboard.
_*STEPS TO BE TAKEN BY PENSIONERS AFTER MIGRATION*_
*1. Login Creation*
* The first step that pensioners who have been migrated onto SAMPANN
need to take is to create their Login. The respective CCA offices
will intimate the concerned pensioners who have been migrated via
SMS/Call/Letter. Thereafter, Pensioners should follow the process

* Mobile Number is mandatory for creation of Login. Please note that
the department has tried to obtain the Mobile Numbers of pensioners
as per the data available with Banks. In case the mobile number is
not available or is incorrect, pensioner should get in touch with
the concerned CCA immediately. The contact details of CCA offices
are mentioned below.
*2. Life Certificate Submission:*
Once Pensioners are migrated onto SAMPANN, Pension will be disbursed by
respective CCA offices. Therefore, Life Certificates have to be
submitted to the concerned CCA office only.
* *a. Physical Submission of Life Certificate at CCA: *Pensioner by
physically going to concerned CCA, can submit the LC. The addresses
and contact details are mentioned below.
* *b. Digital Life Certificate Submission: *The Digital Life
Certificate would now be submitted to the concerned CCA office. The
PDA details while submitting DLC on Jeevan Pramaan would be:

*3. Transfer of Pension Case from One CCA to Another CCA*
* After migration, pension would be disbursed by the PPO issuing CCA
* Therefore, if a pensioner wants to transfer his/her case from one
CCA circle to another, he/she can submit an online or physical
Transfer Request to any nearby CCA office. The whole procedure is
